(Thanks to APOHIS1989 for confirming you DO need to purchase an assault rifle in the bonus shop for the crafting recipe to be available from the duke)
On new game plus you can purchase a rifle ammo crafting recipe from the duke. (I beat the game on standard difficulty and purchased the dragoon from the bonus shop. I don’t know if that matters to unlock the crafting recipe or not) It takes 1 rusted scrap, 1 metal scrap and 1 chem fluid to make 20 of them and they sell for 7 lei each.
What I did was save my game and then bought as many upgrades and items as I could to get my lei as low as possible and I ended up with 55. I then sold 1 handgun ammo for 15, 1 magnum ammo for 700 and 1 rifle ammo for 7 which left me with 777 and after my achievement popped I reloaded my save.
