This achievement is won shortly after obtaining your pistol at the start of the game and is unmissable. After killing your first enemy and using the bolt cutters to open the gate, several enemies will be present on the rooftops. These enemies will aggro on you when moving forward initiating the 'survive' objective.
Your not meant to fight enemies here so just keep moving and try not to get cornered.
Eventually, after enough time has elapsed, you will have a scripted enemy attack you and start a cutscene. During the cutscene you'll get the achievement.
NOTE: On my second account the achievement didn't pop until about 2 minutes after the cutscene.
Currently, I dont know if this achievement can be missed if you die during the siege. If someone knows, please let me know in the comments.

The best way to fight these Lycans is to barricade yourself, shoot them, while they're trying to break it down, which stops their animation, do this in at least three different houses, and also bide some time on the ladders. Your tip is to survive the attack until a scripted scene comes along.

I died more often than I like to admit, but the achievement popped right after the cutscene. I believe it is unmissable.
