I've made a video with the best spot to farm bottles/spells for this cheevo.

This game is making me really sick, achievements unlocked that are not adding to the global Gs or in the game's Gs. Really bad experience in this sense

My god how does this take? I have first power to level 4 and other ones to level 3. So I still need 4 more upgrades. It also requires you have 80 ingots for the next upgrades so do I need to farm for a crazy amount of bottles to buy the ingots? This last achievement doesn’t seem to be worth the time.

GEAR UP 3 is for upgrading 10 powers.
That means you at least have to get two powers to level 3 and one to level 4.
What makes this a hassle is that you need 80 gold ingots to unlock power level 4 aside from quite a lot of magic bottles (250 for level 4 alone).
With only 30 levels in which you can get 2 gold ingots each, that means if you find every one of them you will have 60 gold ingots.
The rest of them you will need to buy from the shops inside the levels, so I would advise to buy the ingot whenever you find a shop within a level unless you want to go through the levels again later looking for the shops like me.
So try to always have 10 magic bottles available for buying the ingot from the level.
If you didn't hit a checkpoint in a level you can die and recollect all magic bottles. The game will remember how many you had but every one of them will be there again to recollect. Oddly enough if you hit a checkpoint the game will remember which ones you already collected even the ones after hitting the checkpoint.
Each shop only sells one and the game remembers in which levels you have already bought it.
So you have to buy it in 20 of the 30 levels while the first levels and a few of the later chase levels seem to also not have a shop.
For unlocking this after buying the last upgrade you may need to start up a level and then go back to the shop page for the achievement to unlock properly.

Just to add to the other solutions because I didn't see it anywhere: in the main menu is a field called "Bonus" where you can claim spells / bottles every 5 minutes for free. Number 1 is 1 bottle, number 2 is 2 bottles and so on, up to 4 bottles. It's not much but if you go back to the main menu after every two levels or so, you can claim some bottles and in the end save you some runs while farming with the method explained above.
Upgrading powers requires two things:
First, the gold ingots. Every level has two gold ingots hidden in chests that you'll need to collect. These are tracked on the level select screen, so you can easily see which ones you're missing, and make sure you get them all. This only accounts of 60 gold ingots though. Instead, the absolutely fastest and most efficient way to grind out green flasks is to start level 28. Pick the cheapest powerup. Right when the level starts, run right, drop down, and run right to the green flask. You should be able to collect the green flask right as you tough the black cloud and it kills you. The trick is that, since you didn't get a checkpoint, the flask comes back when you respawn, but all flasks collected immediately add to your total even if you die. So collect that flask and die, then repeat over and over again. This is incredibly boring, but is incredibly efficient, since you're not only collecting a flask every few seconds, but you also aren't spending flasks to start a level over and over again. To minimize flasks spending on starting the level, you could make a count of how many you need and grind out that many, then complete the level like normal and buy all the remaining upgrades to unlock this achievement.
- Enough gold ingots collected to have access to that tier of upgrade. Gold ingots are not spent. They only need to be collected to have access to higher tiers of upgrades.
- Green flasks to actually spend on the upgrades. Green flasks are the currency in the game.
