During chapter three you'll be exploring several apartments in a large block split over three floors.
Make sure to explore every room thoroughly. Towards the upper most area of exploration, you'll enter a room where Control will turn off the lights. Use your torch, go in anyway and unlock the achievement!

I did not had to use the head light to unlock the achievement. As soon as the dialogue was over, I entered the room and cheevo.

In chapter 3 apartment area, there are total 11 apartments.
Control will switch off light in one of the apartment as you enter. Simply go in to achieve this achievement.
you will have to use the flashlight to examine inside and of course the room contains wish canisters.
For me it was the last apartment.
