For unlock Revhead level you Need to beat all 15 Revheads.
Some bosses are found in head to head races, and others in Street Race events.
(repeat gutta 1vs1 until you have won all the cars)
For the street race:
when you leave the workshop take a look at the screen, someone asks you to race. you go in and out of the garage until you find the right one, and go straight to the location without entering anywhere else or it will change
I don't know if it matters for the achievement but these are my levels:
Mechanic points +3000
Racing points +500
Dealer +500
