On the main street and down the side streets there are additional garages you can buy. They run for $20k, $40k, $60k and $100k.
Im not entirely certain how many vehicles fit in each but I purchased a $100k & $20k in order to complete this. Then once you get 15 cars in your collection. Achievement obtained!
