This achievement is story related and can not be missed.
Once you get new engine from Barnes and start the race with Greasy Steve, Catch up with him you now have Boost press forward on ( LS ).
Once you've caught up he will start to throw sticks of Dynamite easiest way to dodge is look out for shortcuts on the side of the road and keep using them in till you get close enough to start shooting at him, You can either use a Shotgun or Pistol.
