The Boss events will unlock when you hit level 20 in that category, so keep playing the Air events until you have access. Simply completing the race will unlock the achievement, you don't need to win
You can also make progress on your Air Career level with other activities like the Mass Races, so consider doing those when they're available

You need to clear the races in career to unlock the boss races. Simply reaching level 20 in that category doesn't unlock the boss event.
