To unlock the Pac-Man minigame you have to complete certain races.
They are 77, 102, 103, 104, 105, 106 , 107, 108, 109, 110 and 111.

Simple pacman. If you've never played pac-man this will be a bit hard, though learning the game is easy.
The big things to do is don't touch the power pellets until you need to, if you can get more than one ghost near you when you grab them, eat them up. The big issue though is you should focus on completing levels as well. You only get 4 power pellets per level and if you run out of them you'll have no real defense against the ghosts.
You unlock the minigame around the half point of the game. This is not the game at the beginning during loading.

Just to add a little detail, for me the achievement didn't unlock upon scoring 15,000 or more. It unlocked the special pac man route. Then, when you beat pac man, you'll earn this achievement along with the Eat 'em up achievement.

Actually, I think this one's a bit glitchy. It didn't pop for me until I had raced a string of events after the Pac-Man race.
In any case, I didn't play Pac-Man again after getting my high score of 15,130.

Thought I would add one thing - if you play the mini-game and get the 15 000 points and no achievement pops don't despair! Try entering an Xplorer race and finish it. Should pop.

First you have to unlock the pac-man mini game by finishing races 77, 102-111 in World Xplorer. Once it's unlocked you have to score 15,000 points minimum. After you get the 15,000, go back to World Xplorer and the achievement should unlock.
