These can be private player matched games. The best level seems to be the Airstrip Loop, Set the game to 1 Lap, Unlimited Nitrous, and use the PacMan UFO. Each race will take about 30 seconds. Though with load times, you are probably looking at 50 seconds per match, 1 minute, 40 if you are trading with another player.

This is pretty straight forward. You have to win 50 races online. A quick way to do this would be to find a partner and pick the airport track which is just a loop. Set it to Unlimited nitrous and it should take around 30 seconds a race.
