Cheese Touch's approach might still work but if you want to boost this achievement, there's an easy way to do it.
Find a boosting buddy first, then go to:
My Xbox -> System Settings -> Console Settings -> Language and Locale -> Locale
Choose a country that's different from your boosting buddy.
You may have to restart your Xbox for it to take effect.
Load up the game and complete a player match with your boosting partner. Once the game autosaves, the cheevo should pop.
Once you're done, you can change your Locale back to it's original setting at your leisure.

Yes but he whoever changed thier country will now be stuck in that region for at least 6 months...

That's not my experience with it. When I posted this I was able to change my region at will.
Recent testing (i.e. at the time of this post) hasn't revealed any restrictions to locale changes. I changed locale and switched back without any problems.

This one is pretty simple. Just join any race online and complete it and you should get the achievement.
