As you progress through the game, you will eventually get access to weapons with the 'lifesteal' ability. It allows you to earn back a little health by attacking enemies. When you get better at learning enemy patterns and can safely and effectively fend off baddies, it is sometimes more useful to have a lower powered lifesteal weapon than a more powerful crit weapon. I will usually keep multiple weapons (one lifesteal, one high powered) and switch out as needed.
Anyways, I am not sure the description is accurate. It either counts healing from other sources, or the requirement is much lower (100, maybe?) as I got this relatively quickly once I started using lifesteal weapons.
Regardless, if should come pretty naturally as you play through, as long as you use a weapon with lifesteal at some point.
Unfortunately, you cannot spam the dummies for this achievement like you can for some of the others, as you cannot steal health from it.
FUN FACT: The achievement name is a reference to the character, Alucard from the Castlevania games. It should also be noted that 'Alucard' is 'Dracula' spelled backwards.
