Bombs will become available when you unlock the second playable character (the cat), starting on stage 11.
The bomb is the special ability (
) for this character. Not only is it a pretty powerful weapon, but it is also used to read higher areas by standing over a bomb.
This achievement will likely come naturally as you play, but you can speed up the process by dropping bombs next to the dummies in the town hub in between each stage. Not only will this boost your damage count for bombs, but will also help with the achievement for destroying 10 dummies if you haven't gotten it already.
