UPDATE:
As of August 9th 2022 (only 4 days after reporting the issue up to the publisher), the achievement is fixed!
It unlocked as soon as I booted up the game after installing the patch. So it is either looking at all unlocks on your card, or the game has a running tally on your file.
Either way, this will unlock when you complete all other achievements.

As of August 5th, 2022, this achievement appears to be glitched.
I have unlocked all other achievements and this one has not popped. I have e-mail the publisher in hopes to get the issue resolved. I will be sure to update when I hear back.

I wonder if it would pop if it is done in 1 sitting, I might pick the game up to test

I have considered if it all needed to be done on a single save file (resets progress when you start a new game) but some achievements can’t be done on the same run. For example, you can’t do the ‘no item run’ and the achievement for buying an item on the same file. And there is no way anyone is going to beat the ‘no item run’ in under 3 hours.
Fortunately, this has been brought up to the publisher and they are typically pretty good about getting their games fixed.
