This is unlocked by spending a significant amount of gold at Glenn's smuggler shop.
As the game implies, gold spent here does not increase the prosperity of the town, so keep this in mind if going for other achievements (i.e finishing the game with a town level of 5).
I would recommend completing your current game and unlocking any of the achievements you are striving for, then load your game (collect more gold if needed) and then go on a shopping spree at Glenn's shop. It will unlock as soon as you reach the required amount. I believe it is somewhere around 10,000 - 15,000 gold.
