There are 6 types of asphalt conditions in the game (which also vary depending on weather): dry; very dry; damp; wet; light rain; and rainy
Go to Single Race and choose the track you prefer, and just do 6 single-lap races against as many opponents as you would like to, each one choosing a different weather. I would recommend doing the races in Laguna Seca or Canadian Tire, as it should take around a minute and a half to complete each race.
