Hope this helps getting the achievement if you have issues getting it:

Go into Single Race and set up a 2-lap race in your prefered track (excluding point-to-point tracks, because there are no pit stops there). Before starting the race, setup the bike so you only carry 1L (0.26 gal) of gasoline. Now go into the race and, at the end of the first lap, go into the pit lane. The computer will take over your bike's controls and a screen will prompt asking which tires you want to change and how many liters or galons you want to add. Don't worry here, take your time, the clock isn't running towards the achievement yet. Make sure you select new tires both front and rear (LB or RB to change from front to rear tires), and fill the gasoline moving the right stick to the right, if you started the race with the minimun amout of gasoline, fill it up to 9L or 2.37 gal (I added 10 liters just to be sure, but 9 should work). Now old X to confirm, and the fun begins (and the clock starts running, so be ready):

1. Rotate the left stick anticlockwise to take out the nuts.
2. Maintain the left stick to the right while holding the A buttom to take the wheels off.
3. Maintain the left stick to the left while holding the X buttom to put the new wheels on.
4. Rotate the left stick clockwise to put the nuts back on the wheels.
5. Finally, hold the Y buttom to fill the fuel.

After all these steps, the driver will get on the bike again and start riding, and the clock will stop. It took me some 24 seconds to do the whole process, but I added 1.5 liter more than the achievement requires, so all should be good.
