To unlock the sale category, you need to unlock it first with credits.
To do so, go to the upper floor and pick management.
Spend a few credits to activate it and one team point for the middle skill tree.
Back in the store, the sale category should be the first on the list.

To unlock discounts in the shop you will need to spend Team Points in the Management Area Skill Tree
This achievement can be combined with:
Discounted items are recognisable as they have an orange price and a % ticket indicator
If trying for this early game when funds are lower, you can buy the items until the achievement pops, then sell them back straight away. If you have the Efficient Recycling or Enhanced Efficient Recycling perk from the Management Area Skill Tree, you can even make some profit overall
Selling back the items also counts towards the following achievement if you focused on bike parts instead of clothing:
