Real easy. The Rainbow Socks are an item that appear in common loot at the beginning of a run. If you see them come up in a treasure pick them to equip them.
Once you have them in your inventory, you just need to die whilst still wearing them. Don't equip any other foot items as this replaces them.
As you get these early in the game, it can be worth dying as soon as you get them if you haven't been playing long as you won't have wasted too much play time
