You need less than 20 speed to have less than 10% Dodge and Stealth chance, and less than 15 Clarity to have less than 10% Crit chance.
I got this one doing a Lantern of the Ox run, focusing on getting Attack from stat boosts, tho there's many other builds or starts that will work too.
