To define "discard" in this sense, they mean you pick up an item or a chest or a mimic, then you decide not to take anything.
As such, for the giggles, you can start a double candle run with Grabby Hands so that all the stuff you are taking is netting you souls and just simply not pick up any scrolls until they are needed, or you've used up your existing one. This lets you ramp into the 75 & 160 chests early

Just a note in case it helps anyone. I accidentally got this when going for the 2000 souls achievement. Turns out saving souls by not buying any chests is a good way to avoid discarding by accident.
