But only if you kill all the other monsters, leaving one and use on a single target
This does not have to be a physical attack, and its almost impossible to get this much strength anyway, so follow the Tiara strategy covered in that guide to get Soul Spill and it'll pop at the same time.

Weird I didn't get it after getting Resourceful achievement

Sorry I didn't clarify. Gotta do the 99 to a single target. If there's other monsters on the field it splits your souls among them. Best to kill all but one enemy or have a whole lotta souls. I didn't think about it cause I had 700 when I used it
