You will get 7 hydrojets in the main storyline:
1. Switchblade (the default hydrojet)
2. Typhoon (for beating 0xDEADBEEF in 0xDEADBEEF 1.3: BOSS FIGHT)
3. Scimitar (for beating Vyper in Vyper 2.4: BOSS FIGHT)
4. Manta (for beating Pyta and Fryta in Pyta & Fryta 3.4: BOSS FIGHT)
5. Fireball (for winning the Championship in Kosmo's Heroes 4.3: CHAMPIONSHIP)
6. Striker (for beating Kosmo in Kosmo 4.4: BOSS FIGHT)
7. Scorpion (for beating Krex in Krex 5.4: BOSS FIGHT)
You get the other 2 hydrojets in side quests. These are best done after you beat the main story (you can probably unlock the Shockwave by using the Fireball, but I just waited until after I unlocked the Scorpion).
8. Shockwave (for beating Weaver in Weaver's Test BONUS: 0XDEADBEEF QUEST PT. 2) (You need to finish the Botz Only BONUS: 0XDEADBEEF QUEST PT. 1 to unlock PT. 2)
9. Cruiser (for beating Lt. Payne in The Veteran BONUS: VYPER QUEST PT. 2) (You need to finish the Line of Duty BONUS: VYPER QUEST PT. 1 to unlock PT. 2)

You start off with one hydrojet and once you have beaten Krex, you will have unlocked 7 of the and the last two are unlocked for beating Weaver (refer to Hax0r) and Lt. Pane (refer to Five-O).

You only start off with one hydrojet by the time you have beaten Krex, you will have unlocked seven of them. The other two you get by beating Weaver and Lt. Pane.
