All you have to do is put 1 point into each skill in someone's skill tree. You will most likely have to do mission replays for this, each mission you complete with a character gives them a skill point, including replays. I don't think doing replays more than once will give a character more than the first skill point though.

to add to this, towards the end of the game, DON'T REPLAY A MISSION MORE THAN ONCE when farming for skill points. replaying a mission a second or third time etc will probably result in you not getting a skill point, which would mean a lot of wasted time (so you cant simply keep redoing the easiest mission over & over).
i'd recommend that you start replaying at mission 1, and make your way from there until you get enough skill points for this cheevo

Just a heads up, you HAVE to put at least 1 point into every skill. So when you unlock two skills you need to have at least one point in each and keep moving through the skill trees. This means both TOP and BOTTOM have skill trees need points. I finished with using I think 41 points so that means a lot of level replays. If you plan a the smallest tree route (do not remember who has the smallest) you might be able to get away with maybe 35ish skill tree points.
