Rise of the Ronin

You need to progress far enough into the story to have met Igashichi Iizuka, the inventor. He’s the one that gives you the glider and the camera. He sets up shop in the Honcho region of Yokohama, early on in the story. In order to develop technology, you need to give Igashichi Foreign Books, which you can get your hands on in a number of ways. They are available as completion rewards for certain regions (see Collector ); they can be acquired in treasure chests; and you can purchase them as rewards in Gambling Dens.
