How to unlock the Firestarter achievement in Rise of the Tomb Raider - Definitive Guide
No need for multiple crafting.
But apparently, after the 20 YEAR CELEBRATION update, there is a problem with this achievement: Some players can't unlock this achievement. Including me.
If you want to try again, the best way is: Expeditions → Mode: Chapter Replay → Level: The Copper Mill. This is where you first learned how to make a Molotov Cocktail. If the achievement is still not unlocked, delete the game's Saved Data (Everywhere), then re-enter the game, create a new empty, until you learn how to make Molotov Cocktail again, the achievement should unlock for you.
You can craft Molotov Cocktails by pressing while holding a bottle in your hands. You can actually do this when you learn how to craft Molotov for the first time. Replay the chapter "The Copper Mill" via Expeditions mode. Very early in the chapter you pick up a bottle and some pieces of cloth to craft the Molotov. When you encounter the very first group of enemies, there are 3 guys standing close together so throw the Molotov at them and the trophy will pop.

You will most likely unlock this naturally if you use Molotov Cocktails at all in your main playthrough, but if not, this can readily be unlocked later, either in free-roam or via Expeditions Mode. For example, you'll find bottles and respawning enemies in the Siberian Wilderness area. After crafting the Molotov, find a pair of, ideally, unaware enemies and throw it between the two of them. The Molotov should set them both on fire and you'll unlock the achievement when they die.
