How to unlock the Laying Down The Law achievement in Rise of the Tomb Raider - Definitive Guide
Make sure you're full on hollow points for your revolver because when you shoot a hollow point using RB it's always a magic bullet. It doesn't come out of the clip and as long as you have hollow point ammo you can keep shooting without reloading.
I unloaded about 30 rounds into a group of guys on the Chamber Of Souls final mission replay and it popped.
The Revolver is the first firearm you unlock (during the Soviet Installation chapter) and for this trophy you must kill 6 enemies without reloading but it can hold 7 rounds so you are allowed to miss a shot (7 shots to do 6 kills). You should shoot the enemies in the head for an instant kill. A good spot for this is at the very start of the chapter "The Acropolis". There are 6 enemies here and you can kill them with headshots.

The Revolver holds six bullets and this achievement requires you to kill an enemy with each one, requiring a head shot each time, without reloading. You're unlikely to unlock this unless you deliberately go after it, especially on survivor difficulty, so if you haven't unlocked this by the time that you complete the game, I recommend using Expeditions Mode, on Adventurer difficulty, to unlock it.
Any chapter in which you face enemies will do, but I suggest The Acropolis as a good early example, where there's an encounter with a group of unaware enemies near to the start. Playing on adventurer difficulty should allow plenty of time to line up head shots with each bullet, as Lara will be able to withstand a significant amount of gunfire herself. If necessary, though, there's plenty of space to retreat to cover and allow Lara's health to regenerate.
