You'll encounter this game during Scene 12 on NPC Island. After completing the first minigame (clay pigeon shooting), you'll encounter a second NPC who runs the basket shooting minigame. Agree to play it.
In the minigame, you must fire explosive shots through as many baskets as possible within 80 seconds. The baskets spawn in rounds of four, with each getting progressively far away from Rise. Each basket within a round can be made while holding the analog stick at the same angle - the only thing you need to vary is how long you aim, adjusting the shot's arc as necessary. Once the next round starts and the basket is close to you again, try holding the stick at a new angle.
To win this minigame, you must score 30 or higher. The actual criteria is a little confusing - I got 30 twice before the Achievement unlocked. Missed shots don't count against you, other than wasting time. Just keep practicing and you'll get it.
