In Crosstown, go to the bus stop by the mall entrance and go two rooms to the right (past the fountain). You'll come across a "Mysterious Hallway" and get the achievement.

You need to visit a location called "Mysterious Hallway", next door next to the bank in "Crosstown". There will be a locked door inside that opens after collecting all the items in all the secret rooms.
