The quests are as follows:
1. Crosstown: get him a Double Merv Burger. You can find this at the mall entrance, and it costs $24. Pretty sure you can't miss this one, it's related to the story.
2. Destroy the mayor's golden statue. It's in front of Hibari's workshop. I think beating this one is also necessary to progress the story.
3. Destroy the five fancy cars. In downtown, you'll find five sports cars, colored black, green, blue, red (and I believe) yellow. Break them. You can use this video for this part; it's what I used:
4. KO One Hit Tommy in the bathroom. You'll find a small playground after the quest for Noize's VIP pass. Enter the bathroom, beat him. Just careful though, the one-hit part is legit.
5. Beat the Yakuza. Again, you can't miss this one. Once you beat Noize and move into the tower, you'll find five or so red-colored yakuza. Beat em; it's done.
Something you should note: After you leave the school, you can come back and complete a quest for the chef (the room before Misuzu's boss fight; you step into a door that's locked in the early game). Finish the quest, you get Pepper Spray. Godai's uests become more rewarding.

There is one Godai sidquest in every district of River City except the High School, so five in total.
Crosstown: Get him a "Double Merv Burger" from the burger joint next to the mall entrance. Costs 24$
Uptown: Destroy the golden statue of the mayor. It is located at the farmost right end of town, near Hibaris workshop.
Downtown: Destroy 4 fancy cars parked throughout downtown.
Ocean Heights: KO the "One Hit Tommy" guy in the toilet at the park
Sanwakai Tower: KO 5 Yakuza snitches inside the tower. They stand out, because they are dressed in red.
Extra Tip: When equipped, the pepper spray item gives you double XP and money bonus, when you finish a quest for Godai. You get pepper spray as the reward for the side-quest in the high school.
