How to unlock the Power Up achievement in River City Girls - Definitive Guide
The Max level in this game is Level 30, actually the grind in this game isn't so annoying after you beat the game 2 or 3 times in New game+ and more if you want the secret boss.
In my case I only grinded for 1 level, doesn't matter where you want to grind, the enemies give almost the same exp, enemies in Sanwakai Tower gives 225 exp and the rest between 175 and 200, the enemies that give more exp are those that are wearing red or are like evil-zombie enemies those enemies gives between 250 to 285 exp, the least annoying enemies for me are in Uptown - Toy District, Police officers and schoolgirls.
Just change of screen after you defeat the first enemies because the enemies that come after the first ones doesn't give exp.
In Level 30 you'll level up by 1 all your stats and get full inventory capacity.

The Secret boss can be beaten on the original run but the xp grind area is good.

To obtain this trophy, you need to bring a character to the max level, which is 30.
After you finished the game once, you can use the "loiter" option when loading your save game and just keep grinding. However, I would recommend to rather start a "New Game+" with that very same character.
Enemies are a little bit stronger, but that does not matter much, as you can gain lots of XP and money by replaying the story.
Also remember, all characters (including the secret ones) get the same amount of boni (XP and money), even if you not actively playing with them. Keep that in mind for other trophies as well.
Assuming you focus on grinding using only one character (either Kyoko OR Misako) you will be around level 20 to 23, when you beat the game for the first time. So it will take about another one and a half "New Game+" playthroughs, to reach the level 30 goal.
