Ok just a simple run down of everything you will need to get this.
So quick change thanks to not needing the cats accessory to get this achievement if you just need to beat the game 1 time to get this and then you can just grind the money for all the moves on all the character and all shop items minus the secret shop to get this.Thanks again to Avalon HK for pointing out you don't need the cats to get this

Shop's - Everything you can buy other then the secret shop the 2 pendents in the secret shop do not count for 100%

LVL's- Everyone to at least 12 and go through and buy everyone skills this includes buying them on the 2 Secret Characters. (this is was slowed me down had no clue had to buy on all character so if your sitting at 88% and don't have this yet go buy all the skills from the dojo what got it for me)

Quests- As long as you complete all side missions at least once you will be fine

Accessory- All Other then the 2 in the secret shop and 1 from the cats in NG+(meaning you need all statues) (Thanks to Avalon HK for pointin out you dont need the NG+ cats for the 100%)

Recruits- I believe you only need one of each witch you can get just playing through the game normal you do not need to get them all for this achievement or the 100%

Jugrnaut might be a move for one of the character or one of the things you need to buy from the shops make sure you have bought and used every item other then the secret shops and then also make sure you have done all the side quests other then that i have no clue other then do you have all the statues

I've double checked everything you suggested and have done all of that, but I am still stuck at 99%. The interesting thing is that I was at 87% before I bought all the moves for the other 3 characters and I noticed that most other people were at 88% before they bought all the moves for the other characters.

you have all charters to lvl 12 right and you have gotten all the statues and just to be safe do you have 1 of all the assist characters other then that i would think your missing something from a shop somewhere only thing i could think of that you could have missed

For me the trophy on Playstation did not directly unlock at 100% (in my case when I bought the last missing shop item). Instead I saved and quit. It popped at the save slot screen.

Yeah i was At 99 percent as well, i was really confused.

Then I started to get different color recruits, went back to the menu and it changed to 100% and i got the achievement. Looks Like The different color recruits help but only by 1% or so.

Finding it easier and more fun to level the other characters by completing more quests in NG+. Trying to grind them out in loiter mode felt slow and I was spending too much cash on healing, but taking my max lvl character into the NG+ has been a cakewalk so far.

This solution may need to be updated. I don't know if it only applies to people who started the game after the latest update, but it does seem it is now a requirement to get all 25 cats in NG+ and the accessories in Merlin's secret shop for the 100%. Just got this tonight and it didn't update until the last of the secret shop items.

I was 99%. all accessories (except the secret store), foods, and techniques. I had already finished the game 2 times. I played a third time, with the intention of buying items from the secret store. during that third playing , I managed to buy one. would buy the other right after finishing and enter with another character, with enough money for that. after finishing the game for the third time, the 100% achievement was unlocked.

For what it's worth, I did not acquire all 25 cats (maybe 7?) and I did buy both magic items across 2 characters. I haven't even reached level 30 yet w/any character (1 is on 29) and upon buying all the dojo moves for the secret characters, I went back to menu and had 100%. I would assume this means there is more than 100% you can acquire given the variance of answers here.

For anyone stuck at 99%... I did it all the aforementioned here (buy all foods, characters with level 12, moves, quests, recruits...) and I was stuck at 99%; so I started a NG+ and I collected all the cats but the achievement did not pop (I recommend exit to tha main menú at this point, maybe with the cats is enough) so I went to the secret shop and bought one item... Achievement didn't pop. Exit game to the main menu and it was displaying the 100% in my savegame (achievement unlocked!)

for win 10 i did everything listed in this guide, no cats and each of the secrect shop items on two different characters. BUT i beat new game + and this unlocked when i loaded the main menu back up

I had to buy both secret items and find all the cats for move the porcentage from 99 to 100%. I didn’t do anything of this in the w10 version to reach 100%... Maybe there is multiple ways to reach the completion (?)

Might be helpful to point out that the achievement only pop at save slot screen as ivansuperpower and Doc Chopper have mentioned. What helped me get my last 1% was different color of a recruits. For example there are green/purple/red basic school girls . If you think you reached 100%, just quit and the achievement pops at save slot screen if it says 100% there

Seems to be glitchy, or percentages are different for everyone. I was stuck at 99% until I purchased the second secret shop item.
I was able to buy it with a lower level character that had more money.

I was missing a couple of the optional rooms (the bar and toilet in the hotel) but I had to save and quit and the achievement popped on the menu screen.

Don't see anyone mentioning it so I'm going to throw this out there. There's a spa in the hotel where you receive the VIP tickets from the butler. The location isn't shown on the map so it may easily be missed. After doing everything on the list I was at 99%. I got 100% after receiving the pin and i also went and bought the two items from the secret shop, unfortunately I forgot to check after receiving the cat pin to see wither that was enough.

Just got the achievement. All shop items aquirred and game between on NG+, including the two secret shop items. The secret shop items were bought after being NG+ so I don't know if that's a full requirement, but it certainly helps with the money.

In Ocean Heights, in the Hotel-Lobby you can buy 2 Things in a Shop. This Shop is not on the Map. Maybe this helps...

If like me you are stuck on 99%, try this:

I loaded up the game with Misako (who I hadn’t played with) and I bought and equipped an item from the secret shop. I then quit and this put me to 100% - weird

If your main character has $5k then of course you could buy it with them!

I was at 86% after doing everything other than buying moves for the rest of the team. Since my team mates were lvl 5 I decided to speed through new game + using only my leveled up character. By the time I beat Noize I was lvl 30, had 5000 dollars and bought 1 secret item with 2 characters (used the other girl cuz she had about 10k). Bought all the moves, saved n quit, reloaded my save and it popped. Had 10 cats I found on the way but wasn't aiming for them.

Hey Fuchsdh I popped the achievement today, last thing I did to go from 99-100% was purchase the accessories from the secret shop. I bought 1 item with Misako, equipped it and Saved & Quit, the other accessory with Kyoko, equipped it and Saved & Quit, then closed the game and restarted. That popped the achievement. I never did the cats nor did I have the Ring Pop accessory.

I was stuck at 99% too. I began to recruit all coloured enemies, and before I did it (i recruited more or less 6 or 7 new characters) i exit the game and the achievement popped up.... i suppose it is a glitch? Or maybe you have to have a minimum number of enemies recruited....

Edit: I was able to get 100%. As best I can tell, it required both items from the secret shop, all cats, and a lot of recruit variants. As others have speculated, I think the collectibles calculation for everything exceeds 100%, so I was making up for the statues not being counted... something like that.

The cats increase my completion percentage. I think what's happening is there is ~105% available or so and the cats do count, but you dont need them because there is more than 100% available in the game, which is why some people say they needed them and others didn't.

You don't necessarily need to buy all moves in the dojo for all 4 characters. I was still missing 3 moves for Riki and it unlocked for me. I never started New Game+, so I didn't have any cat statues. My guess is that it's possible to get to 100% in various ways. Maybe each dojo move is worth 0.1%, but zombie recruits might be worth 0.1% each (I had three), or maybe cat statues are worth 0.1% so that explains why some people unlock this achievement in New Game+.

Can confirm no need for cat statues. The bad part of this is the grind to get the two males to level 12 but I found the good part to farm exp is at the shopping entrance the very first part of uptown map. There is a yo-yo kind of weapon that deals good damage and nice range making this grind a bit easy. For the money to get the moves however I had to start a new game plus. For some reason in loiter mode the male characters didn’t accumulate money passively

Just do new game plus, it's much faster. The other characters you aren't playing as only get exp and money from completed quests, but not from just fighting and picking it up.

There's no need to manually level up each character. Only takes about a hour or so to beat Noize, which after the boys will be level 12 if you had been doing each quest before her fight.

Ran through a checklist for all the shops, got all the quests, accessories, food, statues, cats, secret shop items, lvl 30 on one character, and missing only 5 recruit variations... achievement still didn't pop until I beat the secret boss (bosses?). If you think you have everything you should, give that a try

Was at 99% on PC and recruiting more people got it to 100%. Farmed for reds outside the final boss room in the lower right corner. (If you're on PC uninstalling will delete your save)

Didn't have all cats, buying 1 secret shop item didn't increase it either. Had all shop items purchased and one of each recruit (some multiple recruitments per enemy type) prior. Also had killed the final boss, the secret boss, was level 29 and in NG+.

Mine was stuck at 99% until I bought one item from the secret shop. Before that I did save & quit, restarted the game and even rebooted my Xbox but nothing would work. Could discovering the secret shop be required to 100%? I mean there's so many contradictory statements about needing secret shop items and the cat pin that it's really hard to know what's actually required and what isn't. Well, that or blame the achievement being buggy.

Yeah I was also stuck at 99% like above and after buying one item from the secret shop it unlocked so I think it's like in super meat boy where you're not required to beat the glitch worlds, but if you do it counts towards the percentage and you can skip some other requirement.

I was stuck at 99%, I'd had the game installed for a while so after Jugrnaut mentioned the patch I uninstalled the game and reinstalled, popped as soon as I got to the load game screen.

I had everything done here except the 5k items and cats, had done 3 ng+ playthroughs to be certain so if you've ate all foods, bought all items (not the 5ks), got all statues for secret boss, one of each recruit and level 12s for all moves try reinstall.

Can someone confirm that they did this without any of their characters reaching max level? Trying to figure out whether that is required for completion, because I'm at 87% having all accessories, moves, and one of each recruit for one character at level 28, and I can't figure out what I'm missing.

If I don't need a max level character, then I'll move on to levelling my other characters so I can get their moves, which will save me time. Thanks!

I think you also need to visit every room on the map (so that they're all blue, not black). I didn't go after the Cats right away, but when I did, I needed to enter one last room in the Sanwakai Tower. After getting it, I still didn't get the achievement. However, after exiting the game to start another New Game+ in preparation for grinding for the Secret Shop items, I saw that my saved file was now at 100%, and the achievement unlocked moments after I went to the File Select screen.

Did this on Windows 10, This time I was 99% and when I equipped all the little outfits ( Stat Boosters) One by one and went back to the menu it popped 100%.

I was stuck at 87% for a while and noticed a few shops had items with “???” as the description, I had bought said item with secondary character, but that didn’t seem to count. Once I bought the item with main character not only did it add to her stats when consumed for the first time (+1 AG etc) but my percentage also went up as well as revealing what that item does. I’m stuck at 99% and will try recruiting, if that doesn’t work I’ll do another +ng and buy those secret items to see if that does anything

So if you’re stuck make sure all items have a description and not “???” That’s how you know you have definitely bought it

I was stuck at 99% for about a day, then I noticed a drug shop that was very well hidden, its found above one of the fancy cars that Godai tells you to break, be sure not to miss it, it might be why your stuck at 99%

This achievement is either glitchy or has some inconsistent requirements that haven't truly been determined yet. I know others have been able to unlock it without the cats and secret shop items, but I had to collect those to get it to unlock.

@EarthboundX - it's not that cut and dry, unfortunately. That's what worked for you. It unlocks without the cats or secret shop items for some. It unlocked after the cats for you and others. Some of us had to get the cats and the secret shop items, too.

I know I had all of the other shop items (I revisited each shop and checked the items off of a list) and everything else in the solution. I even grinded the variants of all the recruits.

Either there's a glitch or there's something else that's missing from the solution and some of you happened to do it/get it while others didn't and had to do more.

It really seems like it's actually possible to go over 100%, so that's why seems it so conflicting on what counts for some, but not others. I'm thinking the variants for the recruits might give some small extra percentage, as I had more of the rare recruits in my second run, than I did for my first.

Either that of the Windows and Xbox One versions both are different when it comes to the 100%. Oddly the Windows version actually tracked achievement progress, but the Xbox One version didn't.

I find maps easier to follow than videos. You can find all the statues marked with an S, cats are marked with a C, and stores are marked as well.

I was stucked on PC version at 99%
Following the maps helped me getting the 100%
don't know if it was the 25/25 cats or just following all the routes.
but i netted 100% when going back to menu after getting to the tower

(ran thru the game in 5 hours, searched for the final 1% for like .... 4 hours?)

ok so, for this one i highly recomend you to do a NG+ i will list the things that you need to get it

1.-all the sabu statues. (this will give you an accesory that you need for the secret boss
vid:

2.-all Goudai misions, there are 4 of them.
2.1 get him a hamburger
2.2 destroy the mayor's golden statue
2.3 destroy all cars on of the rich people
2.4 beat the yakuza informant.

3.- get all the items at shops. (for this one i'm reffering to healing items and accessories)

4.- all the cats location (only NG+, this will give you an accesory that gives you infinite sp)

5.- buy all the move set for all the characters: for this one is mostly easy when you finish the game there is to male playable chars that will be unloked after defeating the last boss (sabu; this one also give you the second pice accesory related to the sabu statues for the secret boss) so just afther finishing the game play the NG+ and buy all the moves for this tow and the girl is mising in my case was kioko

6.- get all the henchman you can see this one on the telephone the basicaly beg you to stop this is indicated whit a pray sing over the enemys heads

7.- get an item from the secret shop: for this one you need to get 5k of money after the second run on NG+ you should get enoght money to do it i did it whit kyoko since i have 8k at the end of the second play of course these are the most powerful accesories on the game but by the time you got them you will be almost done.

8.-engridients side mision: there is a side misione that will be unlocked after you exit the school and get the key to unlock all the rooms, this one is on the kitchen of the school, there the chef whill ask you to get 4 ingridients get all of them this will give you acces to an accesory.

Requirements for the 100% are as follows

1. Beat Sabuko, the final boss.
2. Destroy all the Sabu statues throughout the game. See the guide here

4. Buy every food and equipment item from all the regular shops. Must not necessarily be done with one and the same character. After used once, the effect will be noted on the buying screen. This can be an indicator, if you already at least bought that very item.
5. Buy every special move for every character

Characters need to be at level 12 each to unlock all moves at the dojo.
6. Unlock at least one of each support characters. You don't need them in all color variations.
7. MISSABLE! You have been at least on every screen of the game once!
