BOMB GIRL seems to follow you everywhere, but for this achievement you need to speak to her in the Second Level of Hogmarsh Hollow (the third adventure).

The objective is to Recover King's Treasure.

BOMB GIRL is in the top left of the map, near the hatch to the Secret Storage Area; there will be a bunch of frogs guarding this entire area.

This didn't pop for me the first time though. After I beat the game I replayed this level and it still didn't pop for it. I quit the game, deleted my save game, and tried again - it popped :)
