Very easy to do, but potentially missable so keep an eye out.
When you arrive at the trailer park on your first run (called Chapter in the game), there is a woman sat on a chair immediately inside the gate - she is holding the cat. Talk to her for a bit, mention the cat and you'll have the option to pet it - do so and net yourself an easy 40g.
For reference, this is also the place where you first meet Zoe - she's further on in the park. If you've seen her, you've gone too far so circle back to avoid missing this.

Don't need to mention the cat pick whatever option you want you'll be able to pet it when dialogue is exhausted

One of the first dialog choices asks about the cat, you can choose this or exhaust some other dialog options. Eventually, you’ll be able to look down on the cat and choose “Pet Cat”.
After this interaction, the achievement will unlock.

In the chapter "Smells Like Teen Spirit", as soon as you reach the campground, you will see a woman with a cat on her lap. She will call to you by saying "Psst" when you come close. Talk to her and then pet the cat to get the trophy (and a little bit of purr as well). Should you miss the option (if you reach the part where Zoe wakes you up and asks you to go with her), just quit to the main menu and restart the chapter to avoid missing the trophy.
