How to unlock the Road Ninja achievement in Road Redemption - Definitive Guide

In order to obtain this achievement you need a level 3 sword and make 88 kills with this weapon.
You can purchase the sword upgrades in the shop, between the end of each mission.
You may have to buy the upgrade a couple of times as there are a few tiers available for each weapon type. However, you can reduce how many times you need to upgrade in-game by buying the permanent skill-tree upgrade that gives you an improved starter sword, also there are skill tree upgrades that increase the number of items available in the store. Those increase the chances of it turning up.
If you're having trouble getting it at the beginning, you'll find it gets progressively easier as you gather more permanent upgrades from the skill tree, these will help you to earn more money during a run so it's easier to buy in-game upgrades and after a while you'll be able to upgrade your sword permanently.
