You need to construct and fully upgrade all buildings from each of the three categories and also build the outhouse from the decoration tab.
It is not necessary to build either the Bowman's Game or the Three Cups Game.
I had to restart my game and load my most recent save to trigger this achievement to pop.

My achievement triggered when I backed out to the main menu after completing the last upgrade. This has happened with a few other achievements in this game.
