This is very nearly story related. You'll be given your first PCB chip after the second main mission, and if you pause and tab over to the PCB tab, it'll let you put chips on the various nodes of your motherboard, with each one increasing that stat by some percentage. The chips themselves, to my knowledge, only come from OCP crates. There are tons of these throughout the game, and you'll assuredly find many without trying.
