It's worth noting that those that miss thing can go to "load" and select "03 - downtown" as a file save to then replay this portion.

If you miss it there is another murder you can solve during the cyber trail main quest when you leave the sewers you should see a van and a electrified car , this got me the achievement so I didn't have to go back
