A strange trick I found with this is that you can kind of use a mouse if you want to get more accurate shots. However, it doesn't seem to have standard mouse support.
If you move the mouse it just shifts the compass/radar at the top. However, if you ever so slightly nudge the right-stick on your controller in a direction then you get full mouse control.
What I did was ever so slightly nudge the stick to the left so there was very slow, slight movement to the left which was easy to counteract with the mouse control. That way I could get much faster and more accurate aim than the controller.

Below is my guide with commentary and explanation on how to make it easier.
You'll be introduced to the shooting range after finishing the first main mission, when you're back at the police station. You return to the police station between every single main mission. While you can certainly attempt to score 250 points on your first visit to the police station, and it is possible, it's significantly harder than it needs to be, so I don't recommend even attempting it.
Wait until you get PCB motherboards. In particular, one you can get in the third main mission, "Street" Vulture's Turf," is the first one you can get that eliminates the need to reload. That ability, which is present on a couple different PCB motherboards you'll find throughout the game, is the best thing in the game, and what makes the shooting range a piece of cake.
With the ability received for no reloads, you can now tear through the shooting range. For the first wave, feel free to aim for headshots to get points, but it's not necessary. The second wave, headshots are still possible, but it's time to stop bothering with them.
