Grab the motherboard tier 5.3 later in the game which has both full auto and auto feeder. No reload and just hold the trigger button down moving left to right. Focus upgrade helps as well.

I got this achievement by using the Omni Board - Tier 4.3 configured with no penalties and the auto-loader option enabled. With this configured I had my magazine capacity at 39%, weapons spread at 18%, reload speed at 40%, and weapon damage at 69%.
I just sprayed bullets at the targets, focusing on just knocking them down rather than getting high points. To assist with the jerky swaying motion I changed the sensitivity controls for the control to 60 on the X axis and 0 on the Y axis. This gave me a bit more speed on the back-and-forth movement, but slowed the up and down to minimal so that I could focus on just moving back and forth with high shots and minimal need to focus on headshots or otherwise.
It took several times and was frustrating, but it's not that bad with this setup.

Strategy: Go for all headshots: Worth more points. Use Slow motion whenever you feel you need even if you only get a fraction of a second, might help you get that shot and continue.

A strange trick I found with this is that you can kind of use a mouse if you want to get more accurate shots. However, it doesn't seem to have standard mouse support.
If you move the mouse it just shifts the compass/radar at the top. However, if you ever so slightly nudge the right-stick on your controller in a direction then you get full mouse control.
What I did was ever so slightly nudge the stick to the left so there was very slow, slight movement to the left which was easy to counteract with the mouse control. That way I could get much faster and more accurate aim than the controller.

There is a shooting range in the basement of the station. You are explicitly sent here as part of the main story mission right at the beginning of the game, but it is entirely possible to go there and get the trophy before that point. It makes all the difference going into wave 4 with 225 points instead of 135.
I did the entire thing zoomed in with LT, but my X sensitivity was also 95. This early in the game I cannot speak from experience, but I keep hearing that you can unlock infinite ammo for Robocop's auto pistol which will probably make this trivial. If you do not have this mod, I would strongly recommend reloading your pistol when you get any opportunity. It takes much longer to reload when you run the gun dry than it does to swap magazines.
Finally, a score of exactly 250 does not count and you must score *more than* 250 points. I managed to reach exactly 250 points twice and the trophy did not pop.
