In this guide we will show you how to issue tickets to earn the "Uphold the Law" Achievement/Trophy in RoboCop: Rogue City.
During your adventure in RoboCop: Rogue City you are called upon to respond to various incidents and make decisions that shape your hero's personality.
More specifically, you can issue tickets or simply let lawbreakers go with a simple warning. There is no right or wrong choice, however depending on your decisions you influence public opinion or OCP's opinion of your character.

Scan the cart , to start the conversation and then select the first option "It cannot be tolerated (Issue a ticket)" to earn the Achievement/Trophy.

So this one does not unlock (or at least didn't unlock for me) when you're in the Police Station at the beginning. You have to be out on the streets, like where you suggest in the guide.

To my knowledge, this can only be done during any of the three times you're in the Downtown map. Each time, if you pause, you'll see you have a side objective called 'Serve and Protect' to take care of little crimes. Some of these are simple crimes where you can choose to either give a warning or issue a ticket. For this achievement, you obviously need to choose to issue a ticket.
The first and simplest opportunity is right at the start of the second main mission, "In Search of Soot," when you're Downtown. Head to the big obvious movie theater, and there is a car parked in front of it at an expired meter. Scan the meter to see it's expired, then look at the windshield of the car and interact to issue a ticket. See my clip below.
