While you could try to do this on a living enemy to take them down, this achievement actually unlocks even if you do this on a dead enemy. It's therefore far easier to just kill an enemy, then walk up to their corpse and shoot them in the crotch until this achievement unlocks. See my clip below, which unlocked the achievement for me.
