Rebooting Alfred is part of the questline in order to get access to the Superbot class. Below is a video guide that shows the process.
Alfred can be found in the Aqua Gardens and requires the grapple hook and battery bowtie to be rebooted. The battery bowtie can be found in Harmony Square which is accessed via Haven City. If he happens to be frozen you'll need to use a weapon that deals burn/heat damage to unfreeze him
