In the safe areas at the mid point of a level, there will be a robot in gray with a black hat on. Go up to him and interact to hand over a power cell. I'll add a photo when it uplands.
In my experience, he doesn't appear every time. So just sweep the area to make certain he's not there.

Believe he's only in the Ruins safe area.
You also need to keep giving him cells across multiple runs to unlock the Briefcase Gadget.

Thanks for letting me know. I'll do a few more runs to see if this is indeed the case. If this is the case, then we can see how regular he turns up.
