There is a speed-run area called "Rift" with yellow orbs that give you a 55% speed boost. This means you only need to get 15% more from some combination of traits or upgrades.
In order to get to "Rift" travel through Canyons and pick "Oasis" as your branching path. While going through the run, I leveled up with Recon and selected the skill "Relentless Pursuit" which gave me 18% increase to movement speed after using Blink.
Another thing you can do to easily get a lot more movement speed is to use the gadget "Roller Skates." After grinding you get a movement speed bonus.

You can get this even easier by using ranger's fade away ability while under the effects of one of the orbs, this will unlock the achievement with no other abilities or upgrades as his ability grants a 15% speed boost while cloaked.

Yeah the ranger is the way to go. Guaranteed to get it without worrying about rng giving you the correct skill.
