From the main menu, select Training, then Drum Trainer, then Fill Trainer.
Each fill starts with a few measures of a beat - you don't have to hit any of this, but you may find it helps you get into the rhythm. Once the actual fill starts, you need to nail it 100% to "complete" it for the tempo you're on.
This achievement is the smaller sibling of "Fill Legend" - if you work towards that achievement, you will get this one in the process.

using the controller buttons instead of the drum pads on the drumset and a foot pedal also worked to get me through some of the tough ones!

You only have to do the fill parts which are the really short part where you hit about 10 notes and then hit the green note to go into overdrive. I suck at drums and was able to do half of them at 180 PM. I had my wife help me doing the bass pedal so I could focus on the rest.

yeah... um... i beat everything at various bpms... yet i don't have this achievement but i've done all of that at 60 bpm... whats up with that?

It's a tip, but if you can't do it (and don't want/have help from others playing the pedal), you can try to change the drums' sound. I was stuck, and when I changed the sound, after 3 more tries I finally beat it.
Sometimes, turn off or on the metronome works too.

Alright go in TRAINING then DRUM TRAINER then finally into FILL TRAINER. These in my opinion are much easier than the beats. You do not need to do the beats beforehand just the drum fill section. Same as before you need to get 100% on these for them to count as completed.
