This is always up to interpretation usually, but it really does seem that the best choice for most Rock Band players will be to play Can't Stand Losing You. It's a very straightforward song that lacks a solo or anything confusing like chord changes or quick HO/POs. The Joker is also a nice choice, but not ideal.

The hard part on "Can't Stand Losing You" is at the end of Chorus 3. Practice it before you go for the achievement

Here's a tip before you waste your time... On ALL the other track packs, you can play on "tug of war" and get credit for an achievement while only having to play half of the song. Country, Track Pack 2, Metal, and AC/DC all give you credit when you play tug of war.
Apparently that's not the case for this track pack. It's depressing to spend hours practicing a song on tug of war, to finally get 100% and no achievement.
I first noticed it on bass, 100% twice and no achievement, had to play the full song. Then I noticed it on guitar too. damn!

I tried many of the songs mentioned in the other solution, I found a lot of the "Easy" songs had really tricky parts that required lots of practice to make sure you don't mess them up or long sustained rhythms that were easy to mess up accidently.
Personal I recommend trying Truth Hits Everybody by the Police. It only took me two tries to 100% it. I did this achievement for a friend as well and it took at least an hour of replaying Joker to finally hit that one. Wish I had tried the Police sooner. Even though it is a tier 3 song it has no major tricky parts and unlike Can't Stand Losing You the tricky rhythm parts are shorter and require less fingerwork.
The other option is Behind Blue Eyes by The Who. The whole song is fairly straightforward and the only tricky part is two fast strums of 3 Greens and a Chord so it is 4 fast strums. Personally I had trouble hitting both of those in the same run without spending tons of time to practice but some may find this song is easier if you can hit those.
