The problem is actually finishing Run to the Hills. I did it by keeping my right wrist stiff enough to do a double tap. The notes come so fast and you can't register the the break between note sets? -double tap with one hand and hit once with the other. After that, just try to hit the white notes and go to overdrive when you desperately need to. By passing on the drum fill, you give yourself a little break.
If you have issues with any other song, just practice on expert for a few days. Come back to hard and you'll be yawning.

How much harder is Expert? I'm sure I can't do Animal, but I think I might be able to do this one...

Expert Run to the Hills is a blast.
Unlike the OP's suggestion, the key is to get your wrists as relaxed as possible.

For Run to the Hills on Hard try switching to Lefty mode, and just constantly rat-a-tat-tat the greens with your right hand and hit the yellows with your left - I found it much easier to get the bass drum and snare (yellow) in the right place with this approach, and hit enough green notes to get through. This was after trying practice modes on 'righty' several times and not quite gettting it. My first pass on lefty (I'm right handed) I was still in the red a fair bit but passed first time (got the achievement today).
