To unlock all 13 characters, you must first complete all 10 Guitar or Drum career discs to Platinum level.
This means you have to complete all songs and challenges on the disc on any difficulty.
There are five areas in career mode, and two disc so to go along with these areas. When both discs in an area are at platinum level, you unlock a character. In total there are 5 characters to unlock.
For some reason, some characters don't register after you've played as them during career mode. This is possibly because the poster event and challenges don't count. Either way, I'd say it's safer to just complete the game, unlock every character and then play through a song with each character in 'Quickplay' mode.
Stone Cold Crazy, Blitzkrieg Bop, Chop Suey and Given Up are all fairly short songs, and give you a variety to pick from so you don't get tired of the same song 13 times in a row.
Just simple play a song with the first character on the list, quit out after the song is finished and change character. Rinse and repeat until the achievement unlocks.
