Online is pretty much dead for Rock Revolution so I recommend that you grab someone from either TA.com or x360a to help you boost for this achievement.
Once you've got someone pick an easy song (like We're Not Gonna Take It or All The Small Things for guitar) and just try to hit every note. If you have troubles go ahead and drop down to a lower difficulty. Once you 100% a song online the achievement should unlock.
