UPDATE: This seems to have been patched now according to a few people. I will keep my solution up as it's very possible it can happen again.

I added this Solution in the forums, but I figured I should add it on here as it has helped others including myself who were glitched:

*DO NOT skip a step. Some people were having issues with this unlocking, and I found most of the problem was that they were trying to cut corners.

1) Make sure you are completely out of the game.
2) Manage your game and delete the Console Save only. You do not have to delete it from everywhere (as in your Cloud Save).
3) Go into your Network settings and go Offline.
4) Load up the game and play an Exhibition game with No Bots. You can decide how long you need timer wise to get this done.
5) Take however many shots you think you need in order to unlock the Achievement. In my case, I was stuck at 99%, so I took around 6 to 7 shots. If you're stuck at say 90%, you should be taking around 55 shots or so. It all depends on what percentage you are stuck on.
6) Let the timer run out of the game. Once you finish, quit out of the game completely.
7) Go back Online through the Network settings then load the game back up. It will ask if you want to use your Cloud Save at this point. Do so.
8) Unlocked! Mine unlocked for me at the Main Menu.

UPDATE (Credit to KITTENS R CUTE):
I was stuck at 97% and got 16 shots and thought it would be enough. It wasnt and the tracker stayed at 97%. So I did the math and 3% of 535 comes out to 16.05 shots. So I repeated all the steps and took 20 shots to be safe. Logged back on and it did not visually pop but it was unlocked.

**For those with Offline issues (Credit to Isithrim):
The game could not start if not online, I don't know why. So I first deleted my local saves, then I started up the game and I immediately went to NETWORK to go Offline. Then I just followed your guide.

Okay so i believe i have come up with the fastest way so far to unlock this achievement, with this method it is possible to get up to 50 shots in a ten minute game maybe more maybe less depending on your speed and skill .

First load up a 1v1 local match against a second controller on the map Double Goal (Rocket Labs).

Put on the following mutators

Time - 10 Minutes or longer
Max Score - Unlimited
Ball Weight - Heavy
Ball Size - Gigantic
Ball Bounciness - Low
Boost Amount - Unlimited

Now when the game starts the player going for the achievement is going to aim for the post in the middle of the two nets once it hits hit it off the post get in front of the rebound and then score. Hitting the middle in this map counts as a shot on goal but strangely you can only get 2 shots per possession before they stop tracking. After you hit the post quickly put the ball in the net and repeat the process. Using this method it is possible to double your shots per possession and reduce the amount of time in between shots theoretically making this method twice as fast, especially once you get the hang of it.
Hope this solution saves people a lot of time and grinding.

Also if your achievement doesn't look like its tracking or has not moved after the match click on the achievement on the pop up menu and it should show the updated progress.

Ive noticed that progress towards your shots on goal does progress on the tracker during exhibition games, if you have a second controller load up a 1v1 with no bots and just take shots on goal on the second players net.
The best match parameters seem to be 1v1, unlimited score, and 10+ minutes. This will take several hours of grinding, but is doable in an evening, or one long sitting, i am currently averaging about 90-100 an hour.
Progress does not seem to be counted from shots on goal prior to this update, and is not stackable with certified items during exhibition.


UPDATE 07/10/16: if the tracker is getting stuck at 98%-99% for like it has been for some folks, a helpful user has left a suggestion in the comments that may help, several users and myself have had success with this:

UPDATE 11/10/16: my tracker was stuck at 99%, what worked for me was signing into another profile, scoring a goal (which unlocked an achievement for that profile), switching back to my profile and loading up the game.

This solution should by far be the most efficient, while taking the least effort. It takes 45 minutes if you're still on 0% (Roughly 9 minutes per 100 shots).
Note: The game only awards a shot on goal every 5 seconds.

Activate the mutators below and play Heat Seeker.
Join a team and score the first goal.
Position yourself on the respawn point of the ball, so that the ball automatically goes into the goal.

Wait until the achievement unlocks.

Game Mode: Heat Seeker

Mutators
Match Length - Unlimited
Max Score - Unlimited
Ball Physics - Heavy
Ball Bounciness - Low
Gravity - Super High
Respawn Time - Disable Goal Reset

Make sure the controller is wired or to hit the camera once every while to make sure the controller doesn't disconnect.

ok so this solution is ONLY if you don't care about your stats and/or what level you are at (rookie, pro, ect..) go to "manage game" then find your saved game. Delete your saved game from your console AND xbox Live.(This will not delete your ITEMS) Then, turn the game back on (everything will be reset as if its your first time playing the game), go into Exhibition play with no bots, score a goal and the achievement should unlock.

Again, ~WARNING~ As this will delete all you saved info and settings do this ONLY as a last resort or if you don't care about your lvl/stats. And no you will not lose your items if you do this.

I only did it because i don't really care what lvl i am.


LAST UPDATED ON: 12/30/2016

This solution MAY or MAY NOT work since the new free update "The AquaDome" DLC (whatever you wanna call the latest DLC/update.).

The fastest way I did this (went from 53% to complete in 4, 5 minute matches. **edit** actual length ~20 minutes
Mutator settings..
Any normal arena
Normal ball size
heavy Ball weight
Low bounciness
Unlimited boost
Boost strength 10x.

Line up a straight shot, boost to and hit the ball and let off boost as to not interfere with the shot. You will get one shot on goal and then a goal. Rinse and repeat... I was getting as many as 70 goals per match (most goals only take 2-3 seconds each). No missed shots and the ball won't hit above the goal. I think this is the fastest way. Here is a video of a few quick goals.

UPDATED SOLUTION. NOW WORKING AS OF 5-18-17

This solution is for people who have encountered the bug that stops your tracker at 90%-99%, and want to pop the achievement WITHOUT deleting ANY of your progress/saves.
This may also work for people who have a lower % than that, it may only just more time to fix.

The solution I created worked for me personally as I was stuck at 99% and cared about keeping my items/rank, and want to see if it works for others (This is an experiment).


What you will need: A second xbox one (If you don't have another in you household, you will need a trusted friend on live that you can trust with your profile <= This is what I did)

Steps:
1. Sign in to your xbox account on the second console.

2. *Launch Rocket League on the second console, and before the cloud even syncs, you MUST go to 'Network Settings' in 'All Settings' and select 'Go offline', This is to prevent your cloud data from syncing, if it does, popping it will not work. If it syncs because yourself or your friend did not switch quick enough, close the game, go to 'Manage game' and go down to 'Saved data' and ONLY delete the 'internal'/'console' save for your account on the second console, then follow the beginning of this step.

3. After step #2, launch Rocket League on the second console, at this point, Rocket League will treat your account as a new account, * Do not worry, this will not affect your cloud or hard save on your main console.

4. Do a normal Exhibition match with no bots. If your stuck at 99%, do 10 shot on goals on the second console then let the timer run out, you can do more shots on goals based on how many you feel you may need according to your achievement percentage.

5. After the game ends, close the game, Sign out on the second console, and sign onto your MAIN console, then launch Rocket League on a normal online connection.

6. Then on the main console, do a normal Exhibition match with no bots. If your stuck at 99%, do 15 shot on goals then sit and let the timer go down, *The achievement popped for me at the 35 second mark and kept everything I earned.

Quite simple actually. Go to exhibition and make the game 1v1, then set number of bots to 0. Basically, it's just you and the ball. Set the game length to 20 minutes. Choose whatever map (I chose the Aquadome). At the time I started, I was about two thirds of the way there, and with 10 minutes left, I had 125 goals, a few more shots on goal than that because of a couple post shots. I averaged a goal every 5-10 seconds. Very Effective and Easy Method!

I like his method a lot however a very small change to the field choice and I guarantee that you can get 100 goals in 10 minutes versus 50 per 10 minutes... maybe more maybe less depending on your speed and skill .

First load up a 1v1 local match against a second controller on the map Mansfield

Put on the following mutators

Time - 10 Minutes or longer
Max Score - Unlimited
Ball Weight - Heavy
Ball Size - Gigantic
Ball Bounciness - Low
Boost Amount - Unlimited

I like this method more because it's one goal and straight up and down very easy. Just keep grinding and hitting the ball.

Hope this solution saves people a lot of time and grinding.

I was stuck at 97% for quite a while. I tried deleting just from console and then doing shots but that did nothing. Deleting from everywhere caused me to go from level 21 to level 16 (lost no items) but I have now been able to get the achievement.

EDIT
I did lose some items but only minor ones which weren't special (kept certified item and crate etc) Did on a friends account and he lost some car skins though (At least the armadillo and now has no record of his season) so just be careful. But it did let me unlock achievement.

Here are some tips about intheshallow's solution guide, SO ALL CREDITS GOES TO intheshallow. MANY THANKS FOR YOUR GUIDE
PREMISE: rocket league doesn't work if you are offline (for me it was like that) so...
1) Remains online
2) Close completely the game as said by intheshallow
3) Go to "manage game" and delete you personal data saved ONLY FROM CONSOLE, not also the reserved space from rocket league.
4) Run rocket league but PAY ATTENTION! As soon as you see the black load screen, you MUST IMMEDIATELY put your xbox to offline.
If you do it soon, rocket league will close because consider you offline.
If you do it too late, xbox will sync your cloud and the guide won't work.
To know if you have done just that, you'll find your car free of your customization like skins, hats ecc...
5) Now play like the intheshallow's guide: exhibition, no bots and score the nedeed goals.
BE WARE! it's possible that, during the match, rocket league crashes because it sees that you're offline. Don't worry: it will counts your offline goals. If it happens, repeat all previous steps. My rocket league crashed one times, and on the second time i got the achievement :) (i was stuck at 97%)
6) After doing this, put your xbox to online and you'll see the achievement pop. If it doesn't happen, run rocket league and the achievement will pop!

I REPEAT: ALL CREDITS GOES TO intheshallow :)

Finally unlocked this! Deleted save, then as soon as I started the game up I immediately went to offline mode. When the game finished loading I was level 1 rookie. Did a quick exhibition, after I did that I went online while the game was running. Popped straight away. Pretty much what these guys said but thats exactly how mine worked.

Play in a 20-minute exabation match. after the match you won't get the achievement. so after you grind in a few you may get the achievement.


Mode: any
Arena: random
Bot difficulty: no bots

mutators
Match length: 20 minutes
Max score: unlimited

you don't have to make the match 20 minutes, you can also set the time to unlimited so you can get 535 goals in the same game.

You Can as well see how many shots on goal you made in the main menu and navigate the menu and hit "career" > stats. and scroll down until you see the stat that says "Shots on goal" or go to the rocket league xbox official club. While in the official club go to achievements, while there go to stats > shots.

those are two ways to track the shots on goal you made.

Still glitched for me

Based on the many other guides, it seems that there was a bug in the tracker that has now been fixed.

Also based on the other guides, it seems like some updates have been released that call for an updated guide. Most people are right that it takes just under 10 seconds per goal, but these settings allow you to cut out all the reset time as well. I got over 100 goals in less than 15 real-world minutes with this method, meaning you could theoretically start from scratch and have this achievement in less that an hour and a half. Here's how to do it:

Set up a custom exhibition game with these settings:

Game Mode: Soccar
Arena: *wherever you want*
Team Size: 1v1
Bot Difficulty: No Bots

Set these as your mutator settings:

Match Length: Unlimited
Ball Max Speed: Super Fast
Ball Bounciness: Low
Boost Amount: Unlimited
Boost Strength: 10X
Gravity: High
Respawn Time: Disable Goal Reset

The Respawn Time setting cuts the time down significantly as it respawns the ball instantly without resetting your car. You don't have to watch any results screens or wait for a timer to start the next round.

With the 10X boost, low bounce, and high gravity, you can line yourself up to hit the ball into the goal. Hit (tap) the boost right before hitting the ball and it will go right in. As soon as you hit the ball stop boosting and circle back around to line up the next shot. If you get into a good groove you can easily get 8-10 goals (and therefore shots on goal) each minute (again, real-world minutes since there isn't a reset between shots). If you ever miss the goal, just head to the ball and get the goal and reset yourself to get back in the rhythm. You will likely even get additional shots on goal doing this anyway, so it won't hurt your timing much.
